Sonia Chambers Executive Director

Sonia Chambers has a wide variety of heath care experience. She began her professional life working for Congressman Bob Wise, serving as Legislative Aid, Legislative Director and Staff to the House Budget Committee. In 1992, Ms. Chambers returned to West Virginia where she served in various state government capacities including Director of Policy for Governor Caperton, Special Assistant for Coordinated Health Purchasing for the West Virginia Public Employees Insurance Agency and Deputy Secretary for the West Virginia Department of Health and Human Resources. In 2001, Sonia was appointed to the West Virginia Health Care Authority (WVHCA). As Chair of WVHCA, she oversaw administration of hospital Rate Review, Certificate of Need, Clinical Data Analysis and Financial Disclosure. Since 2015 Sonia has led the West Virginia Health Information Network (WVHIN), the state’s Health Information Exchange. In addition to public sector positions focused on health care, she has worked for Marshall Health as the Affiliation Manager and Corporate Compliance Officer.

Sonia is a graduate of Davidson College. She loves her family, cycling, yoga, the great outdoors, live music and good food.

Denise Hershey, CPA Chief Operating Officer | Privacy & Security Officer

Denise came to the WVHIN April 2012. Out of college, she began her professional career with the West Virginia Legislative Auditor’s Office before moving on to the West Virginia DHHR. Denise held numerous positions within WV DHHR finishing her time there as the Comptroller for the Bureau for Children and Families. After DHHR, Denise spent time in the private sector working as Finance Director for a local family involved in numerous business endeavors and lastly as Controller with WV Media, until joining the WVHIN.

Denise is a Certified Public Accountant and a summa cum laude graduate of West Virginia Wesleyan College holding Bachelor of Science degrees in both Accounting and Fashion Merchandising. She resides in Jackson County with her husband and daughter.

Ray Frye  Director of Business 

Ray joined the WVHIN with over 20 years of health care experience. He enlisted in the US Army as a Combat Medic at age 18, Ray served a 3 year term overseas before returning state side. In 1995, he joined Laboratory Corporation of America as a Patient Service Technician, Ray steadily climbed the ranks with the company with a focus on patient services and operations. His most recent role with LabCorp was a 6 year stint as Vice President/ General Manager covering West Virginia, Kentucky and Pennsylvania.

A proud father of 3, Ray enjoys time with his twin daughters and baby girl and is a part-time fitness trainer and small business owner in Huntington, WV.

Katie Lemmon Administrative & Marketing Specialist

Katie joined the WVHIN in June 2019. She grew her educational background in marketing by interning on state political campaigns and for local health providers while working towards her bachelors degree. Before finishing her bachelors, she began working towards her Masters of Science in Health Care Administration at Marshall University that only took her a year to complete. When not at work Katie enjoys taking cycle and barre classes at her local studio and planning her next road trip.

Pam Harvit Account Executive 

After receiving both a Bachelor of Science and a Master of Science from West Virginia University, Pamela Harvit began working for Fortune 500 Companies where she held several positions which included specialty and training responsibilities. As an Executive Specialist with Merck & Company, she was the recipient of their prestigious “Hall of Fame Award.” In that capacity, she attended protocol school and became certified in Corporate Etiquette and International Protocol. Moreover, she also studied under the direction of Dorothea Johnson, Protocol Adviser and Liaison to the Washington Diplomatic Community for the Joint Military Attaché. In addition, Harvit is also a graduate of the Etiquette and Leadership Institute.
